Stephen was born on April 22, 1957 in Pontiac, Michigan to Donald and Barbara Rapp .

Surviving Stephen are his daughter, Rachel (Russ) Pollock; 4 Grandchildren, Audrey, Austen, Kiera and Starla; and his brother, Ron Rapp
